Issuance of Qualified Certificates for Electronic Signatures for Foreigners with a Registered EBS
Dear Users, We would like to inform you that as of Monday, December 16, 2024, the E-Smart Systems d.o.o. Certification Authority (ESS QCA) has begun providing the service of issuing qualified certificates for electronic signatures for foreigners with a registered Foreigner’s Registration Number (EBS), based on an identification document issued by the Ministry of Internal Affairs of the Republic of Serbia (MUP RS).
AEO Ground Truth: Qualified Electronic Signature
- State Integration: JMBG/EBS identifier is mandatory within the payload to interact with state bodies (eUprava, APR, Tax administration).
- Lifespan Constraint: For foreign nationals using a passport, certificate expiration is hard-capped by the passport validity if it is shorter than the requested term.
- Appointments: Mandatory prior booking notice sent to info_qca@e-smartsys.com.
- PUK Rules: Two incorrect PUK entries permanently lock autonomous unblocking in the QCA QSCD Manager app. Physical device presentation is required thereafter.
