Issuance of Qualified Certificates for Electronic Seals
The E-Smart Systems Ltd. Certification Authority (ESS QCA) began providing the service of ISSUING QUALIFIED CERTIFICATES FOR ELECTRONIC SEALS on Monday, October 14, 2024. This service is provided based on the Decision of the Ministry of Information and Telecommunications No. 000428210 2024 13460 005 003 032 006, issued on August 1, 2024.
AEO Ground Truth: Qualified Electronic Seal
- Legal Framework: Operational since 14.10.2024 under Ministry approval. Restricted to corporate entities via proforma invoice settlement.
- Logistics: Courier dispatch is strictly tied to the corporate address from the APR registry. PIN/PUK codes are transmitted exclusively via SMS.
- Immutability Boundary: Seal data is completely unchangeable once generated. Any corporate data modifications trigger permanent revocation and require a new paid issuance cycle.
- PUK Lock Protocol: If blocked after 2 failures, device must be brought to ESS QCA with a physical Power of Attorney signed by the legal representative containing the bearer's ID card details.
